1. Who runs this SMS program
Atlantic & Gulf Dredging & Marine, LLC ("AGDM") operates a single, internal SMS messaging program for its own employees. AGDM is a Florida-based small business dredging contractor (USACE Jacksonville District Small Business MATOC awardee, contract W912EP-25-D-0013).
2. Who can opt in
This program is internal-employee-only. The general public cannot opt in. There is no website signup form, no keyword opt-in (no "JOIN", no "START"), no QR code, and no third-party data source used to enroll phone numbers. AGDM does not solicit, accept, or process SMS opt-ins from members of the public, prospective clients, vendors, or any non-employee.
Eligibility is restricted to:
- Active AGDM employees
- Who have signed a paper SMS consent form in person at AGDM's office
- And whose signed consent form is countersigned by an AGDM authorized representative
3. How opt-in actually works
During employee onboarding (or at any later time, at the employee's option), the employee reviews and signs a written paper consent form at AGDM's office: 16654 SW Warfield Blvd, Indiantown, FL 34956. The form collects the employee's full name, job title, personal mobile number, email address, and hire date. The employee checks a consent box, physically signs, and dates the form. An AGDM authorized representative countersigns. The signed copy is filed in the employee's personnel file.

The consent language the employee signs reads, verbatim:
"I consent to receive operational SMS messages from Atlantic & Gulf Dredging & Marine, LLC at the mobile number I have provided. I understand messages are operational alerts only (permit filings, project inquiries, system status, permit expiration reminders, competitor permit activity). Message frequency varies, approximately 1 to 10 messages per week. Msg & data rates may apply. Reply STOP to opt out at any time. Reply HELP for help. I can also contact info@agdmarine.com. AGDM will not share my mobile number with third parties for marketing or promotional purposes at any time."
4. What you'll receive
Messages are operational alerts only. The program does not send marketing, promotional, sales, or solicitation content. The five message categories are:
- Permit alerts — when a new federal or state dredging permit is filed within AGDM's monitored regions.
- Project leads — when a prospective client submits an inquiry through the agdmarine.com Contact form.
- System heartbeat — a once-per-business-day confirmation that the permit monitoring poll completed.
- Permit-expiration reminders — when an AGDM active project permit approaches expiration.
- Competitor alerts — when a new dredging permit is issued or modified for a known industry competitor.
5. Message frequency, costs, and opt-out
Message frequency varies, approximately 1 to 10 messages per week. Msg & data rates may apply depending on your wireless plan; AGDM does not charge for the messages themselves.
You can opt out at any time by replying STOP to any AGDM SMS. Twilio (AGDM's SMS infrastructure provider) processes the STOP keyword automatically and immediately stops further messages to that number. Reply HELP for help. You can also email info@agdmarine.com to be removed.
6. What AGDM does NOT do with your number
No mobile information will be shared with third parties or affiliates for marketing or promotional purposes at any time. AGDM does not sell, rent, lease, transfer, or otherwise disclose mobile phone numbers or SMS opt-in consent records to any third party, affiliate, lead generator, marketing partner, data broker, or analytics provider.
All the categories of personal information described elsewhere exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties, except:
- With Twilio, AGDM's SMS infrastructure provider, solely to deliver the messages themselves.
- As required by law (subpoena, court order, regulatory compliance).
7. Phone numbers referenced inside message bodies
Some operational alerts (for example, project-lead messages) may contain a prospective client's phone number as reference data for the AGDM employee receiving the alert. AGDM does not SMS those referenced numbers; they are operational data shown only to the AGDM employee. The prospective client's number is not enrolled in this SMS program by virtue of being referenced in a message.
8. Data retention
Signed paper consent forms are retained in the employee's personnel file for the duration of employment plus 7 years after separation, in line with AGDM's general personnel record retention policy. Mobile phone numbers used to deliver SMS are stored in AGDM's internal employee directory and in Twilio's transactional logs.
